Our country is going through critical\ntimes that require everyone, including political forces, civil society, the\nadministration and the army, to think seriously, with the supreme interest of\nAlgeria in mind, in order to find real solutions to the deadlock facing the\ncountry since the 22nd<\/sup> of February uprising. If not addressed as\nsoon as possible, it may threaten the very existence of our State.<\/p>\n\n\n\n

The current Command of the National\nPeople’s Army, which exercises effective power in Algeria, is facing a real\ntest and has only two options.<\/p>\n\n\n\n

Either to participate resolutely\nand genuinely in the process of democratic transitioning and civilianising the\nstate, thereby enshrining the principle that “the people are the source of\nall power and the holder of the constituent power”, as provided for in articles\n7 and 8 of the Algerian Constitution. In this case, we shall all endeavour with\nall our strength to achieve such aims, and the leadership of the National\nPeople’s Army will leave its name in the honorary record of the history of\nAlgeria.<\/p>\n\n\n\n

Or else to keep prevaricating in\norder to cling to power, thus following the path of its predecessors, which have\ndominated the political system since independence and led the country to its\ncurrent disastrous situation, thereby deserving the curse of the people and\nhistory.<\/p>\n\n\n\n

The Rachad Movement believes that\nthe participation of the National People Army in the democratic transition is\nnecessary to ensure its continuity, unity and effectiveness, and as a\nlegitimate partner in the political debate on national defence and security\nissues.<\/p>\n\n\n\n

On the basis of the roadmap proposed previously on the 2nd<\/sup> of April 2019 (https:\/\/rachad.org\/fr\/?p=217<\/a>), Rachad calls on the Command of National People Army to fulfil the demands of the people and to commit to the following:<\/p>\n\n\n\n

\u2022 Call for an inclusive National\nDialogue Conference;<\/p>\n\n\n\n

\u2022 This call must come directly\nfrom the army leadership and not by any other third party;<\/p>\n\n\n\n

\u2022 Set a single goal for the National\nDialogue Conference, i.e. discussing the modalities of the transition process:\nhow to choose who leads it, how long it should last, and what issues should be settled\nwithin a defined timeframe;<\/p>\n\n\n\n

\u2022 Ensure that the National\nDialogue Conference does not exclude any of the representatives of the protest\nmovement (Harak) and of the political and social forces with popular\nrepresentation;<\/p>\n\n\n\n

\u2022 Delegate army representatives to\nparticipate in the National Dialogue Conference;<\/p>\n\n\n\n

\u2022 Pledge of the National People\u2019s\nArmy Command to respect the outcomes of the National Dialogue Conference;<\/p>\n\n\n\n

\u2022 Dismissal of the Badoui\ngovernment before the beginning of the National Dialogue Conference and\nappointment of a prime minister widely accepted by the Algerian people and who\nwill put in place an interim government able to manage the day-to-day affairs\nof the State;<\/p>\n\n\n\n

\u2022 The prior announcement that the Head\nof State will resign immediately after the completion of the National Dialogue\nConference.<\/p>\n\n\n\n

We hope that Command of National\nPeople Army will respond to this appeal in order to spare Algeria the dangers\nof the deadlock, and to contribute to the building of a truly democratic\nrepublic based on the principles set out in the Declaration of November 54,\nwhich outlined the civilian nature of state.<\/p>\n\n\n\n
